You can call the maintenance crew to have them come and eradicate it. It spreads easily and is invasive, ergo HOA's willingness to come and clear them out. They cannot get them out by the roots so they chop them off and dump a bunch of green herbicide on top of the stumps. Just don't expect prompt response.
