These are the rules. . .


As construction ramps up in southern California, so do the rules regulating developers. But despite onerous government restrictions on dust and a mandate to not wake up the neighbors too early or keep them up at night and to give them some peace on Sundays and holidays, developers seem to be doing some pretty good work. Water shortage? Reclaimed and processed sewage makes parks and boulevards throughout the area green and fresh-looking the year round.
